Test priority

Is one test more 'important' (for reason X) than another?
If so, what type of reason is valid for such a prioritisation.

E.g. is schema validity more important than other tests?

Is this an issue for the TC?

Would we want the charter to ask the TC to group tests
and provide a relative priority?
