HTTPS Transfer Spec PRD01 Comment: serialization limited to JSON

Page 13, Line 40:Â Section 3.2.1 is worded so as to preclude serializations other than JSON when using HTTPS. Suggest modifying the language so that JSON must be supported but other serializations are not precluded.
