PRD-02 comments on HTTPS Transfer Specification

OpenC2 TC Members: We received 10 comments on the HTTPS Transfer Specification from the second public review. I judge 5 to be material, 4 to be non-material, and one I'm still pondering.

I've started a new CRM to manage the review,Âgiving the issues 200 series numbers: HTTPS-201, -202, etc., so that they're clearly distinct from the first public review issues.

GitHub issues have been created for the PRD-02 comments, and links added to the CRM. One issue addresses 2 comments, the rest are 1:1.ÂÂ
