OIF updated in Open Repos

OpenC2 TC Members:  HII can announce that we have updated the  OIF-Orchestrator  and  OIF-Device  open repositories with our latest code. We had hoped to complete this action prior to Tuesday’s plugfest but had to resolve some internal issues. Hopefully at this point we will  be able to push updates more efficiently.
