LS PR #433 for lazy consensus: AP Definition Update

I’ve created
PR #433  to update the definition of actuator profile.
This updated AP definition was proposed during review of PR
#404
 (Rename  actuator field to profile (issue
#398
))  but never incorporated into that PR. It provides a more precise definition of the AP and includes the schema aspect.

Assuming no objections are raised this PR will be merged on or after 27 December, per our interim lazy consensus procedure. Please review,  and respond prior to 27 December if you disagree.
