a. Latest/This Version URI for Schema/WSDL files

   Changes agreed: 1> format of stage/revision metadata in the filename to be of style: cd01-rev2, 2> remove 'ns' token from URLs for schema file, 3> add examples for errata, 4> remove version number (e.g. 1.1) from Latest Version URL for schema file

   Action: Sanjay to post an updated proposal

           Mary and all LSC members to respond by EOB Fri (4/25) with their (dis)approval.
