Closing the issue of pointers to previous schema versions in RDDL

On today's call I agreed to look into what it would take to close the
issue of pointers in RDDL to older schemas that use the same NS.

There was no issue logged for this in JIRA:

Not sure who is the issues editor, but we should log this issue and
resolve it with today's motion that was approved unanimously.
