SCA-J TC spec status (CAA and CI)

The SCA-J TC discussed PRD status today and came to the conclusion that two currently unresolved issues (98 and 148) MUST be resolved before the two Java specs (CAA and CI) can go to PRD.  The following motion was passed on the telecon: "The TC estimates resolving these issues by April 27, drafts available for review on May 1, vote to accept PRDs on May 8."

There are proposals for 98 and 148 currently being iterated so we're not starting from scratch. The resolutions are complex and need more time to resolve properly.
