SCA-Policy FW implementations

This is in reply to Liason email [1] from May 14, 2010.

The response from the TC is that Apache Tuscany, Fabric 3, and Oracle are
expecting to provide implementations of the Policy FW.  I know that a reply
was requested by May 21, but this is the earliest we could gather the info.
