Plan for finishing the SCA 1.1 work

As discussed briefly on the SCA Assembly TC call on 1/31, let us have a Liaison Subcommittee call to go over the status of the various SCA TCs, in particular to identify the blocking issues, dependencies and an overall plan for completing the SCA 1.1 work.
