Graham has sent a proposal to the list. We also have the previously  
discussed motion which was tabled with no action at the last meeting.

MOTION: Adopt a policy that member section members be allowed to  
attend Steering Committee meetings as Observers. (Note: As per  
Roberts, the Chair has the discretion to allow observers to comment  
and speak.) Barber/Patil
   Some discomfort with adopting this as a policy without Michael's  
input was expressed.
