Updated Member Section Work Plan

The Open CSA Work Plan that we discussed
on Friday's Steering Committee call has been updated and uploaded to <http://www.oasis-open.org/apps/org/workgroup/opencsa-ms/document.php?document_id=24629>

The current revision (#3) is a cleaned-up
version with all our agreed changes accepted. There remain some changes
that we did not get time to discuss and we'll continue on the next SC teleconference.

If you need a view on the history of
all changes made to date, I refer you to the early revision (#2).
