No meeting this week; please review new material in draft about contribution validation service

Unfortunately, I have to cancel this week's meeting of the CCM TC as I am traveling to a meeting.

I have updated the csets branch of the draft standard with some new material. Some of our IBM configuration providers have complex dynamic constraints about which contributions may or may not coexist with other contributions from the same provider. This kind of dynamic constraint may well not be unique, so IBM believes it useful to have a standard (but optional) way for providers to ask for validation of proposed updates to contributions to [global] configurations.
