Although this ticket is not just about including ServiceProviderCatalog LDPCs in v3, but also about having a way to find that "root" catalog from any arbitrary URI in the webapp/API (ideally a "MUST" for the home webpage, if that doesn't cause compatibility issues, and a "MAY" for other pages).
