The Occurs column doesn't appear in any of the common Resource properties (RDF, FOAF, Person, etc.) possibly because these properties are not defined on any shape, and therefore don't have a context in which to define cardinality.
ReSpec currently won't generate an HTML table for any PropertyShape that is not included in some ResourceShape.
I think PropertyShapes should be referenced by some ResourceShape. These common properties seem to belong on the Resource ResourceShape (which currently doesn't exist), and should all be Zero-or-many - the default for any RDF property.
