I don't think it's appropriate for the spec to define an arcane referencce to rdf:resource that is solely a feature of RDF/XML serialization.

It also defines the qm: namespace, but that's defined earlier in the new spec.

       Proposal: Remove the reference to rdf:resource.  (was: Remove the reference to rdf:resource and the [re]definition of the qm namespace prefix.)
