Proposed query literal handling for discussion in this week's OSLC Query working group meeting

As an action from the last OSLC Query working
group meeting, attached below is a proposal for the semantics of values
and comparison operators. I would like to discuss this in the next OSLC
Query work group meeting on Thursday 1st February.
