OASIS OSLC Change Management Specification, Version 3.0 Statement of Use

Representative to OASIS, I, Jason Keirstead (),
approve the following statement of use:

IBM has successfully implemented the OASIS OSLC Change Management Specification,
Version 3.0, Committee Specification 02 (http://docs.oasis-open.org/oslc-domains/cm/v3.0/cs02/part1-change-mgt/cm-v3.0-cs02-part1-change-mgt.html)
dated 24 August 2018, in accordance with the conformance clauses defined
in Section 5 "Conformance" of that specification. This use of
the specification is implemented in Rational Team Concert 5.0 and beyond,
and includes interoperability with other similar independent implementations,
as well as integration with tools supporting other OSLC domain specifications
including Rational DOORS Next Generation (Requirements Management), and
Rational Design Manager (Architecture Management). 

Some background on the versioning: OSLC Core 3.0 and OSLC Change Management
3.0 have additional capabilities and vocabulary over what was specified
in OSLC Change Management 2.0 (developed on open-services.net),
and implemented in RTC (many releases ago). RTC does not implement these
additional capabilities and vocabulary terms. But since 1) OSLC Core and
Change Management 3.0 are intended to be backward compatible with 2.0 and
2) all the new features are optional, RTC can state conformance and is
a valid statement of use for these specifications.
