New Mechanism subgroup Intro

We've completed our discussion of the new mechanism, both those defined in the 2.30 spec, and those that are missing.
After we has completed this work, Oscar from Oracle pointed out that we are missing TLS 1.2 mechanisms from this list.
I concur that we need to add them, but I wanted go get these mechanisms out.
I've split the post into 4 separate parts so that issues with the mechanisms don't get lost in discussion threads about different mechanisms.
