Groups - Extending the PKCS#11 API for 3.x uploaded

Submitter's message As discussed in the last TC meeting, here's a proposal for extending the 3.x API.

Some aspects are obvious candidates for brainstorming, and are noted as thus in the proposal.
Explanations and examples are present in the footnotes.

The epilogue contains a list of advantages acheived vs. (what I see as) minor additional complexity.

Mr. Stef Walter Document Name : Extending the PKCS#11 API for 3.x Description The OASIS PKCS#11 TC has been looking for a way to grow the PKCS#11 API for a future 3.x version.

In addition various other limitations have come to light related to extensibility and flexibility of the
2.x API.

This proposal seeks to solve these issues, and importantly, do so in a way that is compatible with PKCS#11 2.x and various undocumented extensions to its API.
