        This proposal is the action item Bob assigned to me at the F2F meeting.

It not only specifies the new functions (in detail, for the first time) but also describes design issues, my recommended resolutions, and alternative designs. Please let me know if I should extract the design issues and recommended resolutions into a separate document. Thanks.
