Groups - CMVP letter uploaded

Submitter's message I'm working my way down my punch list. Here's the first:

The my first cut at the letter to NIST/CMVP. It needs the following:

1) a good proof reading.
2) some word tightening (It's currently writting in a mix of 3rd person and 1st person plural).
3) some indication that this is the right direction.
