New proposal for EC Key Generation

Hi,

Back on May 5 2017, I uploaded a proposal “EC
 Key Pair Generation With Extra Bits”.  Unfortunately I missed the next call (possibly the next two call) so I completely forgot to follow up on this.

Was this proposal discussed at all?
