wrt. PKCS#11 v3.1 action item: Update specification to remove backwards compatibility issues 

Please see attached a proposal to remove the backwards compatibility issue for AES Key Wrap introduced with PKCS#11 v3.0. After review of comments (mainly from Hamish, thank you) and discussion with Daniel, we propose to basically roll-back to the definition of PKCS#11 v2.40, but with additional wording that clarifies the ambiguities/under-specification of the 2.40 wording.
