PKI TC meeting time now always 12 PM

In accordance with the vote taken at the
May 19, 2004 PKI TC meeting, I have changed
the meeting times for all subsequent PKI TC
meetings (our monthly conference calls) in the
OASIS calendar to 12:00 PM (noon) Eastern U.S.
Time. I hope this change will make it easier for
PKI TC members to keep track of the meeting time.
