Hi Michael,









  The latter. While we have some subcommittees who
operate as if they were mini-TCs (they still can only make recommendations to
the TC and have no approval power) the original intent was that they would work
as informal groups and report their progress and make deliverables to the TC.











I would advise against creating too many subcommittees; it's
still a fairly small TC with only 10 members. Spreading bodies too thin
typically results in little progress being made.











Formally, for each subcommittee there must be a name, a
statement of purpose, intended deliverables, and a chair. You can find the
