PMRM TC Service definitions - revised/edited

Attached is an edited version of the revision of the
Service definitions that I circulated earlier.

Thanks much to Peter Brown for providing detailed edits,
most of which I incorporated.

Further edits/suggestions are welcome…. and timely.

I am adding the verbiage to the Services sections
of the Deliverable, so that getting the Service definitions
right NOW is important.

Reminder: Our next telecom (formal) is 13 Oct.
