drafty draft for a PMRM Use Case on DO NOT TRACK

Attached is a start on applying the Task-oriented PMRM and Methodology
to the (controversial!) issue of DO NOT TRACK.

I am distributing this incomplete draft now to:

   - solicit early feedback on the approach (before I go too far!)

   - recruit volunteers to help with refining and finalizing the Use Case

Recall that you can volunteer to serve on either/both of our informal sub-committees:
