This is a draft of the updated PMRM, including comments provided by editors.  This version maintains the Enforcement Service, but includes accountability in the Enforcement definition.  It also incorporates an updated Methodology graphic and maintains the Figure 1 as  model.

 There are some formatting and typo issues we can deal with later.  I also included the names of those who contributed to this version at the end...have I missed anyone?

 Hopefully this will be basis for solid discussion at the November 10 meeting
