basic rules for choose elements

The basic principal for design XML tag is "simple is best". Is that
okay for everybody? If yes, lets make elements by simple word(s).
Make the number of elements we provide as small as possible.

Some rules can be described that we will not define elements
that are needed only by single kind of applications, because
the purpose of developing XML is to transfer information between
different applications. 

Therefore, information about algorithms of scheduling or planning,
constraints of scheduling in practice, and some other information
defined as master data (except that should be transfer from other
application such as BOM) are out of our scope.
