[provision] New DSML Provisiong proposal...

I am attaching a new proposal for SPML based on an extension
to DSML. I believe that this new proposal addresses the concerns around the
last one. I would like to have discussion of this added to the agenda for the
Oct 28 conference call. I would, however, welcome feedback on this mail before
that.
