Issues from Registry TC 8/21 Review

Team,

Our review of our requirements with the Registry TC yesterday went very
well. Due to the complex nature of this work (as if you haven't yet
noticed!), we were able to get through [S1] to [S22] (inclusive). I am
considering the idea of our having 2 more such reviews with the Registry
TC in the future (next 2 calls) - please let me know what you think.

Several issues came up during the review that we've decided to "take to
our listserv". Please look for separate e-mails to follow for each, so
we can create separate threads. 

Let's aim to resolve all of these issues within the next 2 weeks - that
is, by Sept. 5th.
