Issue #5: Storage of Properties

Here is the next issue from the 8/21 Registry TC review. It relates
Properties and storage, and is really more of a clarification.

ISSUE: It was stated during our review that the CCTS spec does not state
that Properties are stored.

RESOLUTION: The CCTS spec does indeed state that Properties are stored.
