Use case gathering phase

Keeping in mind that this is a V3 work item, I would like to hold off on
a formal kickoff meeting until after the f2f.
In the interim, I would like to propose that we start our activities
with a requirements/usecase gathering phase. I will keep a requirements
database so we do not lose any ideas.

I will submit a use case next. I would like to propose that we use a
common template for additional use cases. Please suggest improvements on
the template. We could then discuss each use case in its own thread.
