Attached are the latest files for RAWS. Only the XSD has changed since
last update.

XSD Changes
---------------
-Supports a target namespace
-Based on latest XML Schema version
-Fixed bug identified by Joel to the best of my knowledge.

Please review these files for Monday 8/13 team meeting

Proposed Plan
---------------
I would like to explore whether the team feels ready to submit these
files and a writeup as our proposal to the broader TC for review by
Tuesday. I am working on the brief writeup over the weekend and will
send to team early Monday.
