Request broaden scope of RAWS team's charter

The RAWS team would like to request that we increase the scope of the
team's focus to include all items pertaining to web services within the
OASIS ebXMl registry. Currently this means only adding the RIM
enhancements suggested by Sanjay (adding Service and ServiceBinding) to
the RIM.

The motivation is to have fewer sub-teams that have focus on related
work items. This should make interfacing with larger TC easier and also
make it easier for you to manage sub-teams.
