Security Proposal

Team,

Here is a baseline proposal for security for V2. I would like all of you to
review
it - we will discuss it in the next meeting (Thursday 6-7PM Eastern sounds
OK?)
Michael - please send me your security issues that was your AI from last
meeting.
If you have not already joined the regrep-security mailing list, please do.
In the next meeting, I would like to review this document and identify next
tasks
and owners.
