[regrep] some general v01 RS comments

We MUST begin to use formal language when describing required or recommended
behaviors.  I RECOMMEND that we use RFC 2119 as the basis for the required
vs. optional language in the specifications.

For example, within the RS v1.01 specification, we currently have:
Line 2682: It is suggested but not required that message payloads exchanged
between clients and 

Let's change this to:
Line 2682:  It is RECOMMENDED that message payloads exchanged between
clients and
