[regrep] RegistryResponse Enhancement

This document proposes an extension to the DTD for RegistryResponse. Thanks
to Len for help in understanding the current specification (but any errors
in the proposal are mine).
 
Current RS specifications (section 7.3.1) allow a SubmitObjects Request to
specify the object ID, or omit it, in which case the RS assigns one. In the
case where the ID is assigned by the RS, there is no feedback to the user
that would allow them to determine what ID was assigned.  (The user needs to
know the ID for subsequent actions such as Approve Objects.) 

Attached is a 2 page proposal that extends the DTD for RegistryResponse to
return the original objects with the new ID assignments.
