[regrep] OASIS member certification

The Information Technology Laboratory at the National Institute of 
Standards and Technology is successfully using the RIM and RS 
specifications in its collaborative registry efforts with our industry and 
US government partners.  This work includes applying the RIM to specific 
vertical industry sectors and federal applications, as well as applying the 
RIM and RS to our ongoing registry implementation and conformance testing 
effort.
