[regrep] Latest V3 schema location

Team,

The latest V3 schemas that match the V3 proposal are at:

http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/ebxmlrr/ebxmlrr-spec/misc/schema/v3/

The proposals that rely on these schemas changes are:

-Cooperating Registries:
 http://lists.oasis-open.org/archives/regrep-cooperating/200208/msg00000.html

-Event Notfication:
 http://lists.oasis-open.org/archives/regrep-notification/200207/msg00000.html

Iteration Support for Queries:
 http://lists.oasis-open.org/archives/regrep-query/200207/msg00005.html

The REST interface proposal does not have any need for schema changes.
