[regrep] ebRIM and ebRS 2.3 distribution

Team,

Attached are the latest ebRIM and ebRS 2.3 documents. They are still 
rough works-in-progress but look a lot better as they have both been 
through a thorough review over the last couple of weeks. There are many 
yellow notes that indicate areas that need to be fixed. Nikola, Sally 
and I will be working on fixing the yellow areas  for the next version. 
In the meantime  please send in any additional comments w.r.t line 
numbers in 2.3 specs.

Note that both documents have changes logged that can be viewed with the 
Track Changes feature.
