[regrep] Minutes from telecon January 23

Attached are the minutes from our telecon January 23rd.  Please let me know if you were present but are not listed in the minutes (I keep a matrix of attendance for membership purposes) there were a couple beeps, so I think we may have had a couple people come on or drop off, but didn't capture who they were.
