Revisions uploaded

As promised, I have finished (barring any major comments), the 
requirements document and a revision to the work plan and uploaded them 
onto the CC review subcommittee's document area.

While I believe this set of requirements is finished, I believe that we 
will undoubtedly find more obscure issues as we proceed with a best 
practice solution.

I would like to put this for a vote to the TC to adopt so we can start 
solving the problem rather than merely defining it.
