This is the first draft of RegRep 4 CD2 specifications.

This version primarily addresses many of the vast comments posted by
Alessandro Triglia.

ebRIM Changes:

-Addressed most of Alessandro's excellent comments on ebRIM.

ebRS Changes:

-Various minor changes that had been identified thus far. See changebars.

Please review both specs carefully and start discussing issues in separate
threads on the mailing list. Thank you.
