Yes.  What I don't know is whether it is fixable.  If we made this
change, would it still be possible to implement XHTML modularization.  I
believe XML Schema requires redefinitions to be inside the include, and
XHTML modularization has been implemented in XML Schema. Somebody should
look into this...
