I don't think so. Imagine you extended XML so that you could say

<!ATTLIST function name ID #SYMBOLSPACE functions #IMPLIED>

i.e. when you declare something as an ID you can also identify a symbol
space.  This would give you multiple key symbol spaces, but wouldn't give
you scoped keys.  You can have multiple named tables, but the tables are
always associated with the document.
