If possible, I would like to avoid QNames.  If impossible, I would

First, is it possible always write

 <data type="integer" ns="http://www.w3.org/2000/10/XMLSchema"/>?

Second, even if we introduce short names (proxies) for representing 
URIs, why don't we write 

<data type="integer" proxy="xsd"/>?
