Do we allow <list> to have <attribute>s in it?

<list>
  <value>x</value>
  <attribute name="abc"/>
  <value>y</value>
</list>

  Semantics is clear, but it looks strange. Also, it is always possible
  to rewrite it to more natural form. So I think we are going to
  prohibit this.
