Issue: processing of datatypeLibrary and ns attributes

What processing if any should be done on the datatypeLibrary and ns 
attributes? These are defined as URIs. What parts of normal URI processing 
should be applied to these:

(a) UTF-8/%xx escaping of disallowed characters as specified for the anyURI 
datatype

(b) resolution of relative URIs per XML base

(c) parsing against RFC 2396 syntax

? One possible answer is no processing at all, but this would imply that 
they should not be declared as datatype anyURI in the RELAX NG schema since 
this implies at least a) (and possibly (b) and (c), although the spec is 
not very clear).
